Purpose of the Role:
The Cluster HSS Lead is responsible to lead, implement and oversee effective HSS management systems, and provide direction to any HSS teams in the respective Cluster. The role is also broadly responsible security operations to ensure the overall security of our Distribution Centers and supply chain in the Cluster.
The role shall also be responsible to lead, implement and oversee effective HSS management systems and security management for the respective market where he/she is based.
What You’ll Do :
- Cluster Leadership and Support
• Serves as the primary point of contact on HSS performance and issues for the Cluster.
• Responsible to coach, support and manage the HSS teams in the respective Cluster, identifying key talent and driving effective training and development.
• Ensure 100% compliance with applicable HSS regulations in the markets where we operate, and compliance with Zuellig Pharma’s HSS HSE management systems and programs.
• Drives synergies and cooperation across the Cluster to improve organizational effectiveness and shared common resources (both internal and external)
• Develop cluster-level HSS strategy and provide input into annual budgeting and resource allocation processes for HSS initiatives across markets.
- Health, Safety & Environmental Compliance
• Drive zero Serious Injuries or Fatalities (SIF) in cluster/market operations.
• No significant findings from regulatory inspections & audits.
• Zero incidents of noncompliance resulting in penalties or fines.
• Timeliness of incident investigations and implementation of Corrective Action & Preventive Actions (CAPA)
• 100% compliance with safety and environmental permits and regulations.
• Reduction in safety and environmental incidents or violations
• Develop Cluster/market crisis management and emergency response plans to ensure readiness to respond to significant events (e.g. natural disasters, major security breaches etc.)
• Lead comprehensive investigations for significant cluster-level safety incidents, near-misses, and property damage to uncover systemic failures and prevent recurrence.
- Risk Assessments and Control of Hazards
• Ensure effective risk assessments are conducted for operations and implementation of risk mitigation programs to reduce risk in accordance with the Hierarchy of Controls.
• Implement effective and timely risk control measures and training for staff
• Deliver measurable reduction in workplace incidents related to operational risks and promote a culture of incident reporting.
• Implementation of effective site level controls, including permit to work systems, and control of high-risk work activities.
- Security Management
• Achieve and maintain TAPA FSR/TSR certification in line with corporate security strategy.
• Deliver enhanced facility and supply chain security by maintaining robust procedures to eliminate vulnerabilities.
• Ensure effective and timely resolution of all security incidents
- Certification, Audits and Continuous Improvement
• Lead and manage certification audits to which Zuellig Pharma is subscribed to (e.g. ISO 45001, 14001) with no major non-conformances (NC) identified across cluster sites.
• Roll out Initiatives to target year on year reduction of LTIFR and improve near miss reporting.
• Conduct horizontal safety reviews across all cluster sites to identify gaps and systematically deploy standardized best practices.
- Stakeholder Engagement & Communication
- Timely and accurate response to applicable regulatory bodies’ enquiries, addressing client requests pertaining to HSS.
- Ensure stakeholders (both regional, cluster and market) are informed, aligned on applicable safety matters, as appropriate.
- Establish and implement robust contractor & vendor Safety Governance framework to ensure third-party partners strictly adhere to Zuellig Pharma's HSS standards across all cluster sites.
Must-Have:
- A Bachelor’s degree in Occupational Health and Safety, Environmental Engineering, Industrial Hygiene, or a related field.
- Minimum of 5-7 years of experience in occupational health & safety or a related field, with at least 3 years managing health and safety teams and performance.
- Experience managing safety and health programs in industrial or corporate settings. Direct experience in warehousing, logistics or distribution will be an advantage.
- Experience/certified to TAPA FSR, TSR, ISO 45001 and ISO 14001 management systems and processes.
- Good communication skills and working knowledge of the predominant language in the market. Should possess an intermediate to advanced level of English proficiency.
- Must be a registered safety & health professional in the country and possess necessary qualification and certification (where locally relevant)
- Other Professional certifications such as Certified Safety Professional (CSP), NEBOSH International General Certificate (IGC), IOSH Managing Safety etc., as well as security related certification and experience such as TAPA Facility Security Requirement (FSR) / Trucking Security Requirement (TSR) will be advantageous.
