Purpose of the Role:
As HR Operations Manager, you will act as a senior individual contributor leading HR service delivery, local compliance infrastructure, and daily administrative workflows in Taiwan. Partnering closely with the Head of HR and Corporate HR Operations, you will bridge local business needs with regional guidelines.
A primary focus of this highly autonomous role is acting as the essential local representative to fulfill Taiwanese regulatory mandates, manage the interface with our outsourced payroll partner, oversee departmental budgeting, and physically verify localized benefits and compliance records on-site.

• Direct Report: Head of HR, Taiwan, Hong Kong, and Macao
• Dotted-Line Report: Corporate Head of HR Operations
What You’ll Do :
• Act as the primary interface between the local business and the outsourced payroll vendor.
• Audit and verify vendor-calculated payroll outputs to ensure accuracy and compliance before release.
• Represent the company during on-site labour inspections by Taiwanese authorities. Manage and execute all official government communications from within Taiwan, including the physical submission of company Work Rules and entry permit applications for mainland staff.
• Monitor and register workplace harassment or bullying complaints on government portals, as required by law.
• Act as a designated Employer Representative on the Labor-Management Committee, facilitating regular statutory meetings, joint communication, labor-management consultations, and official filing of meeting minutes with labor authorities.
• Serve as a Management Representative on the Employee Pension Reserve Supervisory Committee, overseeing statutory pension contribution calculations, account supervision, audit preparation, and compliance filings.
• Serve as the HR point of contact during audits from clients or manufacturing partners, securely providing evidence from internal systems.
• Manage local benefits (e.g., holiday reimbursements), verifying receipts and Government Uniform Invoices on-site for tax compliance.
• Enforce role-based access control, data anonymization, and data protection measures within HRIS and HR databases in full compliance with relevant data privacy laws (e.g., GDPR, local Personal Data Protection Act).
• Develop, standardize, and maintain comprehensive HR Standard Operating Procedures (SOPs) to ensure consistent execution across teams and geographies, retaining verifiable audit trails to fulfil ISO requirements.

Must-Have:
• 8+ years of progressive HR experience, with at least 3 years in a specialized, senior-level capacity within HR Operations, Payroll Management, or Shared Services.
• Bachelor’s degree in Human Resources, Business Administration, or a related field.
• Deep, practical knowledge of the Taiwan Labor Standards Act and hands-on experience handling Taiwanese labor inspections, audits, and statutory filings.
• Proven hands-on, execution-oriented approach with a willingness to manage day-to-day tactical responsibilities.
• Comfort and familiarity working within a matrix reporting line, balancing local business priorities with regional guidelines.
• Demonstrates discretion and ethical conduct when handling confidential data and managing sensitive audits. Holds meticulous attention to detail with a commitment to maintaining flawless compliance.
• A natural relationship-builder who collaborates seamlessly across borders and teams to achieve unified organizational goals.
• Direct experience managing complex internal corporate and external labor audits. Strong, practical experience with modern HRIS platforms (e.g. SuccessFactors) and advanced Excel skills for data analysis.
• Native in Mandarin with professional English proficiency (written and spoken).
