Purpose of the Role: As C&B and HR Operations Manager, you will lead HR service delivery and infrastructure in Taiwan while managing a local team of two direct reports. Partnering closely with Corporate HR Operations, you will execute day-to-day deliverables aligned with regional initiatives. Your focus will be on building seamless, data-driven, and legally compliant processes that optimize the employee journey. 

 

What You’ll Do : 

  • Payroll & Benefits: Oversee end-to-end payroll processing and statutory benefits to ensure accuracy, strict data governance, and tax compliance.
  • HR Technology: Act as the local super-user for the regional HRIS platform. Maintain data integrity, automate manual workflows, and leverage HR analytics to provide actionable insights to local and regional leadership.
  • Vendor & Budget Management: Manage relationships with external partners (payroll vendors, insurance brokers) and monitor the local HR operations budget.
  • Process Optimization: Streamline and optimize core HR workflows across the entire employee lifecycle, including onboarding, offboarding, mobility, and contract management.
  • People Management: Provide daily guidance, coaching, and career development to direct reports to elevate local HR service delivery standards.
  • Audit & Compliance: Lead and manage internal corporate audits and external regulatory labor audits. Ensure local processes and data structures strictly adhere to corporate standards and the Taiwan Labor Standards Act.
  • Regional Projects: Partner with the Corporate HR Operations team to implement regional initiatives and execute corporate operational projects locally.

Must-Have:

  • 8+ years of progressive HR experience, with at least 3 years leading HR Operations, Payroll, or Shared Services.
  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • Comfort and familiarity working within a matrix reporting line, balancing local business priorities with regional guidelines.
  • Proven hands-on, execution-oriented approach with a willingness to manage day-to-day tactical deliverables alongside managerial responsibilities.
  • Demonstrates discretion and ethical conduct when handling confidential data and managing sensitive audits. Holds meticulous attention to detail with a commitment to maintaining flawless compliance.
  • Possesses a forward-thinking, resilient mindset. Highly agile in adapting to and driving organizational changes. Eager to challenge the status quo and re-engineer workflows.
  • A natural relationship-builder who collaborates seamlessly across borders and teams to achieve unified organizational goals.
  • Direct experience managing complex internal corporate and external labor audits. Strong, practical experience with modern HRIS platforms (e.g. SuccessFactors) and advanced Excel skills for data analysis.
  • Native in Mandarin with professional English proficiency (written and spoken).
